MoPoTsyo 2026 Third Quarterly Review

Quarterly Progress Review: Q3 2026 (July – September 2026)

  1. Executive Summary

The third quarter of 2026 marks the operational completion of MoPoTsyo’s strategic exit from direct clinical support and medicine supply. Following the mandatory phase-out directive issued by the Ministry of Health (MoH) in January 2026 and the subsequent partial handovers during Q1 and Q2, Q3 represented the final execution phase. As of September 30, 2026, MoPoTsyo successfully ceased all Revolving Drug Fund (RDF) sales, laboratory services, and direct consultation support across the full network of 37 scheduled health facilities in 12 provinces.

Concurrently, the organization has fully pivoted its core operational focus toward primary health promotion and school-based initiatives, centered on the successful rollout of its School Health Promotion program in Romeas Hek District, Svay Rieng Province.

  1. RDF Handover Completion & Clinical Continuity

Following the achievement of a 40% handover rate by the close of Q2, the operational phase-out accelerated rapidly through Q3:

  • Handover Velocity: By the end of July, 16 health facilities remained under supply. By late August, 81% (19 referral hospitals and all 11 health centers) were transferred. The final handover preparation meetings—including Oudong, Koh Andaet, Kang Meas, Romeas Hek, Baray Santuk, and Pochentong (marking the final supported facility in Phnom Penh Municipality)—were concluded in September.
  • System Monitoring: MoPoTsyo’s central database server remains online to monitor facility activity; zero post-handover RDF sales were registered by the close of September. Final physical stock counts across facility pharmacies are scheduled for early October 2026.
  • Patient Transition & EMR Integration: Health facilities have increasingly issued custom, locally branded patient record books to replace MoPoTsyo-branded materials. While patient satisfaction in early handover models (such as OD Stoong) remains positive, administrative challenges persist regarding the public Electronic Medical Record (EMR) system, where inconsistent data entry continues to hamper reliable Central Medical Store (CMS) supply projections.
  1. Supply Chain Bottlenecks & Strategic Donations

MoPoTsyo has actively utilized strategic stock donations to mitigate ongoing systemic gaps in public NCD logistics:

  • Insulin Syringe Advocacy: To address the chronic shortage of 30G insulin syringes—where public facilities frequently substitute 25G vaccination needles—MoPoTsyo secured Tax Department VAT exemption in August for a major donation comprising 250,000 30G insulin syringes and 2,670,000 essential tablets.
  • Policy Impact: During formal meetings with CMS leadership in September, MoPoTsyo successfully advocated for systemic changes; the CMS Director committed to standardizing the distribution of 15 insulin syringes per 10ml insulin vial moving forward.
  • Remaining Inventory: Approximately $90,000 in unexpired chronic disease medications remaining at the central Phnom Penh warehouse will be cataloged following October stock returns and donated directly to the CMS under a supplementary VAT-exempt agreement.
  1. Health Promotion Expansion: School Health Initiative

In alignment with its updated strategic mandate, MoPoTsyo launched its comprehensive School Health Promotion program in Romeas Hek District (Svay Rieng) in partnership with the Provincial Department of Education:

  • Teacher Capacity Building: Across three completed district training workshops (out of six planned), 238 teachers and local stakeholders received structured health education. Workshop evaluation data showed significant knowledge gains, including a 24% pre/post-test improvement in Workshop 1 and a 35% improvement in Workshop 2.
  • Curriculum & Materials: MoPoTsyo published and delivered 381 official school health curricula books (teacher and student modules) to the District Education Office for distribution across 72 local schools, alongside educational flipcharts, food pyramids, and public billboard displays.
  • Integrated Screening Outreach: Working alongside local Health Center personnel, Peer Educators, and Village Health Support Groups (VHSGs), MoPoTsyo facilitated direct outreach screenings, testing 404 school teachers for hypertension and hyperglycemia across six school locations.
  1. Organizational Restructuring & Resource Optimization

The systematic closure of direct clinical programs required substantial internal rightsizing throughout Q3:

  • Human Resources: Total salaried headcount was reduced from 39 staff in July (down from 41 in January) to 23 salaried employees by October 1, 2026.
  • Facilities & Assets: Program and laboratory operations were consolidated across rented headquarters premises in Phnom Penh (reallocating space between Buildings A and C), preparing the organization to reduce its real estate footprint following final stock donations.
  1. Outlook for Q4 2026

During the final quarter of 2026, MoPoTsyo will focus on:

  1. Finalizing the MoH receipt certificates and tax clearance documentation for all completed and remaining medicine stock donations.
  2. Completing the final three School Health workshops and remaining health screening visits across all targeted schools in Romeas Hek and organizing a drawing competition on health themes for the district schoolchildren.
  3. Monitoring post-handover patient access, insulin distribution patterns, and Peer Educator volunteer transition rates within public referral hospitals and health centers.
