Handover Progress During the second quarter of 2026, MoPoTsyo accelerated the handover of medical services to the public sector. By the end of June, services were officially transferred in 15 out of 37 scheduled health facilities (approximately 40%), including locations in OD Mekong, OD Ang Roka, and OD Angkor Chey. An additional eight facilities are scheduled for handover in July, meaning two-thirds of all locations will be transitioned by late July, with the final third completed in August and September this year.
Operational Transitions and Peer Educators To ensure a smooth transition, MoPoTsyo has shared soft copies of patient books with counterparts so they can print their own versions without the MoPoTsyo logo. Peer Educators (PEs) remain present during special consultation days for a three-month transition period following the handover of a facility to help maintain service quality and patient confidence. While many OD Directors have welcomed this collaboration, some locations declined continued PE presence.
Key Challenges and Clinical Observations
Insulin Supplies: A critical issue persists regarding insulin syringes. While MoH provides insulin, it often lacks 30G syringes, instead using 25G vaccination syringes that are painful and cause insulin wastage. MoPoTsyo’s planned donation to the MoH includes essential 30G insulin syringes to bridge this gap.
Infrastructure: Struggles with Electronic Medical Records (EMR) and drug supply shortages remain in several ODs. In some places, there are plans to raise user fees to address these supply constraints.
Financial and Administrative Developments
Taxation Success: On June 29, 2026, the Tax Department granted MoPoTsyo a 10% VAT exemption for past medicine donations to Ministry of Health’s Central Medical Store. We are now waiting for another decision on a future donation.
Audits and Logistics: The KPMG 2025 financial audit was completed and submitted to ACAR.
Human Resources: Staffing continues to scale down in line with reduced activity, with the headcount dropping to 34 employees by the start of July.
Future Outlook and Health Promotion MoPoTsyo is shifting its focus toward pure health promotion. Official permission was granted for a School Health program in Romeas Hek District (Svay Rieng province), focusing on teacher training and curriculum implementation.
