Function Title: Pharmacy Officer (Full Time 40 hours: Monday to Friday)
Directly Accountable to: Supply Chain Manager
Place in the organization: You will serve as a team member in the Revolving Drug Fund (RDF) Department, reporting directly to the Supply Chain Manager, who oversees the RDF department. You also work with colleagues in other departments at our Phnom Penh office.

Background: Since 2005, Cambodian NGO, MoPoTsyo Patient Information Centre is reaching more and more diabetes and high blood pressure patients with services in public hospitals, health centers and communities through Peer Educator Networks: More than 200 trained diabetes patients in 28 operational districts in 12 provinces are volunteering as Peer Educators who help with counseling and access to services. They help facilitate the public services being used by more than 30,000 patients with Diabetes and Hypertension who are members of MoPoTsyo. Our not-for-profit Cambodian NGO works in close cooperation with Ministry of Health and other government counterparts to combine all efforts in combating the growing burden of chronic Non-Communicable Diseases. The Pharmacy Officer with administrative duties will support the Supply Chain Manager (Head of RDF Department) and ensure smooth operations across multiple contractual pharmacies. This role is crucial in maintaining inventory control, coordinating with contracted pharmacies, assisting with administrative tasks, and ensuring compliance with regulatory standards. The Pharmacy Officer will also work to streamline operations and enhance the quality of service provided to customers.
Objectives of the Role:
The main objectives of the Pharmacy Officer’s role will include:
- Assisting in managing administrative functions across contracted pharmacies.
- Facilitating coordination contractual pharmacies with MoPoTsyo.
- To maintain efficient pharmacy operations, including pharmacies’ stock management and order coordination.
- To ensure compliance with terms of contractual agreements between pharmacies and MoPoTsyo
Tasks and Responsibilities:
- Communicate with pharmacies to ensure compliance with contractual agreement terms.
- Verify and maintain accurate medicine distribution, confirming correct quantities are delivered to the right client partner pharmacies at all stages of the delivery process.
- Follow up with pharmacies and peers to confirm medicine deliveries and collect/return all supporting documentation to HQ.
- Assist the line manager on provincial missions, including installing new pharmacies or other responsibilities as needed.
- Training New Peers.
Administrative Support:
- Provide general administrative support to the pharmacies including maintaining records, filing documents, and managing communications.
- Help with managing billing, invoicing, and financial documentation related to contracted pharmacies.
- Regularly updated inventory reports for each contracted pharmacy
- Efficient coordination of medication orders and deliveries.
- Other tasks assigned by line manager and acting director
Requirements:
- Pharmacist / freshly graduated in pharmacy are welcome.
- Khmer national, good working knowledge of Khmer and English.
- Good knowledge of using a computer (MS Word, Excel, etc.)
- Familiarity with or a strong interest in learning about logistics processes is a plus.
- Being an honest, respectable, flexible, and adaptable person.
- Can work well with people who have little formal education.
- Willingness and able to travel about once per month to a province to visit a contracted pharmacy.
- Strong analytical and problem-solving skills, with the ability to develop innovative solutions.
- Nurture positive relationships with suppliers and provide customer service as needed.
- Good interpersonal skills to work with management and staff at all levels.
